If it's a real problem, how? And how do you know what is the cause and what the solutions are?

Back: I mean they're probably using the warmer climate to charge and tax people for for the basics that they have no choice in using. They can also use the natural climate change the ration water, food, and land. Genetically modified organism don't last very long, so when you use those seeds in argiculture, it would be easy to blame the short lived crops that don't reproduce on the "climate." I see it used for a lot of scams.
