Girl I am tutoring might be failing?

I used to tutor a 6th grader and I stopped because I was too busy to squeeze in a job so now a year later her mom contacted and she wants me to tutor her again. Her mom says she's been struggling a lot and she's scared her daughter might fail, so of course I accepted. I remember, last year she used to have a lot of trouble with multiplication. I tried to get her to do 1 times table per week, but she still had trouble so she doesn't know her multiplication. She doesn't know division at all and she's also slow at mental math and simple addition and subtraction questions. I tried spending the first couple weeks catching her up, but then she'd fall even more behind. Now, I have a 1 hour session with her tomorrow and I don't know where to start. She obviously has to know multiplication to be able to do anything else and I don't want to keep telling her the answer to simple math problems. How can I help her?
