The reason for this is because the Army did not force you to move home. Their view is why should they pay for something that is not related to your husband's duty station. Sorry if people do not like the short, quick answer but it is the accurate one! I have moved home as well during a deployment so I know what I am talking about, and when he returned we p.c.s.ed to a different post.
