Getting a Title in Michigan for a Bike With a Bill of Sale?

I currently just purchased I bike for round a grand, guys said he had a title but keep leading me on now can't get a hold of him. he signed my bill of sale..... had the VIN ran it's not stolen but its also not registered. Can I get a title with just a bill of sale?
