Getting a phone in Toronto (Canada eh) Lg Bliss or Samsung Impact?

Soo hey guys. I need some help picking out a phone or maybe a different provider. I'm thinking about Virgin Mobile because it has the LG 700 Bliss and the Samsung Impact which are both touch screen phones. Im probably getting the student plan for $25. So I want to know: Which phone should i get? If i should get one of these phones, is the plan good? Also is it per minute or per second billing? THANKS GUYS
