I know you need 2 pieces of I.D, one has to be a photo.
Although my mom doesn't have her drivers license but she has her passport form filled out and the picture taken and signed, its just not mailed in and printed.
Is that "official" enough or will they still decline her?
Oh and she has her birth certificate as well.
