General Phone Question

I'm going to western New York to go to college in a month and I need a cell phone, and from what I hear from other people at college money is tight. Ive gone to some carrier cites and I feel lost. If anybody can suggest a good cheap deal (hopefully 40 bucks or less a month), I would appreciate it. I dont mind spending more on the actual phone as long as its a one time thing. Thanks
 
go to school first. find out which carrier gets the best reception. then make your move. western NY is the sticks, one carrier may get a much better signal than the others.
