The site which you have linked belongs to Alex Jones, and he is a nut-case. He thinks all th governments in the world are collaborating to form a one-world-government and so are trying to take away all the money and power from people.
The truth is, Oil price would cross $10 USD only in case there is a Dollar Crash in the international markets. As one analyst put it, the cost of one barrel of oil should be around $182 per barrel, in effect putting the cost of Gas to $6 per barrel. That is the highest the oil can go given the present conditions.
BUT, if the USD Greenback crashes, then the value of GAS may climb to 10 or even $15 per gallon.
