Gas bombs in chemistry and history?

need help with chemistry hw.

There is one answer to all the following questions.
Why have chemical weapons, especially gases, not been used more widely?
Why were they banned in the 1925 Geneva Convention?
Why did Japan use gas on China in the 1930's and 40's, the U.S. use gas on Vietnam in the 1960's, the Soviet Union use gas on Afghanistan in the 1980's, and Iraq under Hussein use gas on the Kurds, against Iran, and the U.N. forces?

it was risky to use becuase weather could cuase the gas to kill the military that was using it.. it killed alot of non-military people i suppose.. gas was used to win wars, there are no rules in war
