gardening and mildew or fungi?

Hi, I have a forest flame which Iv'e had about 15 yrs I have just noticed that the outside of leaves and branches have a black film on them when you rub the leaf it comes off. also on the underside of the leaf there is white what i can only describe as slithers. Can anyone help with this problem many thanks
