Garden Ornaments (Concrete)?

Hi, just got given some garden ornaments, they are concrete and need cleaning badly, does anyone know how to do this, also can they be painted, thinking of painting them white, but they have to deal with very heavy frosts, can I just use exterior paint

ok first you can clean the concrete with bleach let it soak for a few minutes, then use a stiff paint brush, then for the paint you can use Masonry paint you can buy from any building merchants store.
 
Use a scrub brush and pail of soapy water to clean them. If they have algae/moss on them add a little bleach to the water. There are special paints for use on concrete/patios,etc. Ask at the hardware/paint store.
