between the ecu the sensors, plug connectors, and the fan(s) are what is called circuit protectors and relays. circuit protectors are the fuses 15amp - 25amp (red, yellow or blue) and the relay which acts as the kick on/off switch when the sensor signals your ecu saying the vehicle is at running temp. so to tell the relay to switch on the radiator fan(s) to maintain that temperature. lot of times the fuse if not the relay may burn or overtime wear out.

you say you tested the fan by direct connection it came on? plus you also switched out the sensors and thermostat. that tells me then that most likely your relay switch is probably no good. check it out its often found in the engine compartment maybe a separate fuse like box on one of the inner fenders or sometimes along the wire harness nearest to each fan. or it can be in the same fuse box/panel inside your car that has all your fuses. hope this helps... check my links
