Fuse blows for instrument light on 1999 Honda Civic DX?

I have been having a problem with the instrument light fuse in my car. After every time when I put a new fuse in and go to turn on my headlights, the fuse blows. Now, I scoped over all the wires that might have been possibly rubbed to bare wire from the wheel tilt, but nothing seems to be wrong. Is there anybody that can help me out with this?? Its starting to bother me cause I just cant figure it out. Thanks.
 
Parking,dash, tail, side marker, and license plate, lights are all in that fuse. When you turn the light to the first click (tail& dash light) does it blow. If it does it is in one of those. If it doesn't blow until the second click it is the head lights. Head light are on second click by them selves. First click is everything else. Turn signals are on a separate circuit. If you have the problem on the first click try pulling the tail light bulbs. Sometimes a filament will fall and cause a short. Pull the covers inside the trunk. While you are checking the tail lights, make sure the contacts are clean. If this doesn't help you can take it to an auto electric shop where they can send a radio frequency through the wiring to find the short.
