Fuel system problems with my 98 Dodge 2500 diesel.?

First my starter went out and I replaced it, I drove the truck for a day or two and once again it would not run. My mechanic changed the fuel filter and it fired right up. I drove it to the gas station and back and it once again will not start. One of the fuel relay fuses was blown and I changed it but it still will not start. Does anyone know what the problem could be?
I do have the 12v version of this truck and the fuse doesn't keep blowing I replaced it that one time and now the truck just wont start.
 
that is more than likely the lift pump shot on it, try doing as david said and checking it,there's better replacements for the factory ones available now for that truck, that work better and last longer,good luck.
