Fuel Sending Unit on 1999 Buick Park Avenue?

I just bought a 1999 Buick Park Avenue, and the gas gauge will move from empty, to full, to just about anywhere in between in a span of only a few minutes. Obviously this isn't right. We think that the Fuel Sending Unit is going out. Would this be a correct assumption? Where is the sending unit located on the tank, the top? Would the tank have to be dropped to gain access to the unit?
