Frostwire wont download and i dont want to download limewire?

For some reason my computor wont download frost wire it just waits at 1 second left and im not going to download limewire because i hear the goverment are acually charging people and fineing people HUGE now for limewire download's and i just purchased an ipad and want some songs but cant afford to pay for them is there another site i can use to get free download's of songs? or is there a way you can help me
