front end issue with 93 chevy 4x4?

I took it in cause it felt funny they told me bad tires(belts broke),wrong,then I changed the idler arm and pivot assembly,wrong again,now I jacked it up drivers side tire is hard to turn and passenger tire spins freely,and when you drive it feels wobbly and when you turn it sounds like my tire was rubbing and the brakes goto the floor?please help me.
 
You have a couple things going on.

1) Drivers side hub is not unlocked. Is it manual? (spiny thing on the hub) or Auto hub?

2) Have you checked your brake rotors and pads for wear? (inners wear out first.)

3) How's your brake fluid level in the master cylinder?

I really doubt it's a bearing issue.
