friend with a weird bump on leg?

my friend has a type of bump underneath his skin on his leg. he said he cut it out but it grew back. could anyone shed any light on what this could be? i don't know what else to put to help decide this. he said its hard and red.
its does not hurt when he pushes on it,and he did not notice it untill he moved out of cali,he noticed it when he moved to missouri.
 
Well what did he do that for thats just crazy it could've got infected a have a bump on my leg im not sure what its from does it hurt when he presses on it cause mine does I have had it for a long time im not sure if its anything serious or not
