Freedom bells for Bikers?

Dear experienced biker people, i´m an amateur Biker. Now you can understand my ignorance.
But last week i was at El Paso, Tx Barnett Harley Davidson. And i just found a lot of different
Freedom Bells, that every Biker must have to attached to the bike. So doing it this way,
You can fight the road devils.
Can you kindly please tell me more about this.
I will really appreciate it.
