Free Photo Booth like program for windows!?

my friend has a macbook and we love to take crazy pictures using photobooth. My dell inpiron laptop has a webcam and it has Dell Webcam Center but it just takes pics and videos without any effects or fun features. Im looking for a FREE program that can take fun pics with effects just like photo booth for mac but for my windows vista laptop.

O and theres no way im switching to mac because i love windows
