Free monthly RPG/MMO with fishing 360 or PC?

My boyfriend loved fishing in FFXI, but he didn't really like the game play (turn based)
Is there another RPG or MMO that is free monthly (and NOT Runescape) that has fishing?
He also doesn't want a hunting/fishing game...
Preferably on the 360, but a PC game will work too
