Free Forum Creator with HTML Edit?

I am looking to make a FREE online forum for a group of my friends.
The forum must also have the capabilities to edit the html rather than using filezilla or some other program to upload to it. I have already tried using fleeforum.com but if I want to make a custom layout then I must use filezilla, which doesn't work well for me.

Any suggestions?
