Free Art/drawing programs you know? Tell here! (Need Layering)?

I draw for a living online and currently I can't seem to find any free drawing programs where I can Sketch,layer,base, and color.
I need to find something similar to Paint tool Sai.
I have the trail and I Absolutely love it. :D
I just can't afford to buy anything.
It needs to be able to transparentize well too.
