PC Mark Carter, 27, from Huddersfield, West Yorkshire, has been charged following an incident at the Etap hotel in Leeds city centre on December 19 last year.
The West Yorkshire police officer has been charged with at least one sexual offence and also with offences relating to body-building drugs.
He is due to appear at Leeds Magistrates Court on Tuesday.
A spokesman for West Yorkshire Police confirmed that a 27-year-old officer had been suspended after an investigation into the events at the Etap hotel.
PC Carter, then aged 23, was crowned Mr Gay UK in 2006 at the Flamingo Club in Blackpool."
