Foreign cadets in the US and UK Military Academies?

Do you have to be a citizen of the USA or of the UK to be enrolled or is there some sort of project or agreement that allows foreign students to study at the Academy too?
 
I think you have to be a American Citizen of the USA in oder to join the US Military
