ford truck with two gas tanks?

I have a 1996 Ford F150 4.9L that has two fuel tanks. The front tank has no filler hose/neck as it was cut when someone tried to steal gas from it. I use the back tank now. What has been happenning is the gasoline I put in the back tank is being moved to the front tank by a lift pump I was told by a mechanic. At first I believed I was simply getting very poor gas milage.
After I learned about the lift pump I would switch to the front tank when the fuel ran low in the back tank. Lately the front tank has become almost useless. The truck jerks, slows down, kicks up a fuss, throws a tantrum, and the motor dies even when the tank is full.
Two questions: (1) How can I prevent the fuel from being pumped into the front tank? (2) Does the front tank have its own fuel filter and if so where is it? Thank you....
