Ford Transmission sensor question?

My fiancee has a Ford Escort ZX2 with the f4e at transmission in it. It recently set a p0715 code for a bad TSS circuit input. Heres some ford literature I found about the operation of the sensor.
Turbine Shaft Speed (TSS) Sensor
The Turbine Shaft Speed (TSS) sensor is a magnetic pickup that sends the Powertrain Control Module (PCM) information on the rotation speed of the coast clutch cylinder assembly. The Turbine Shaft Speed (TSS) sensor is mounted externally on the top of the transmission case. The Powertrain Control Module (PCM) uses Turbine Shaft Speed (TSS) sensor signals to help determine Electronic Pressure Control (EPC) pressure, shift scheduling the Torque Converter Clutch (TCC) operation.

Mitchell says symptoms caused with this code are harsh shift engagements, which I do feel from time to time.

My question is which came first, the transmission slip or the faulty input signal? I know the faulty signal could cause harsh shifts, but could harsh shifts from the trans going out cause the faulty signal? basically I want to know if I have a bad sensor or a slipping transmission.
