Ford Taurus will NOT START?

IO have a 1994 taurus, 6cyl, 3.0 or 3.8 l and it will not start. It tries to start but it just want. At first i thought i had drained the battery but i charged it for awile and also anther new batt and tried thm both to no avail. The lights arn't dim at all and the batts start other vehicles. my mother had damaged the back passenge tire and shredded it onher way back driving it on the rim, she drove it and it sat for a few days. After I put the batt back in after getting a new tire i tried to start it to no avail, this was with a pumped battery AND the jumper. Also this is her rent to own car so I'm not sure if ther is a turn off device on it. Can anyone help here?
 
you have an inertia switch in the trunk on the drivers side with a white button sticking out of a black box with wires in the bottom of ot push to reset and try to start. if not unplug the throttle position sensor and try to start if it does replace the sensor....good luck
