Ford Taurus Single Cam SE 2004 Won't Crank?

The Taurus won't crank to start.
The theft light is not blinking.
I hooked a scanner to the Taurus and it won't communicate with the car.
I have already replaced ECM, Instrument cluster, and the smart module but the car still wont communicate with the scanner.
