ford taurus expertise please, Losing water out of reservoir?

my son as a 1997 ford taurus, and theres no water in the reservoir, and when I go to try to put some in, it drains directly onto the ground, thought it was a crack in the reservoir, but theres not, so looked underneith the car and it was comming out of a small hose underneith.Theres a big hose that connects to the bottom of the reservoir that I imagine goes to the radiator and feels likes this small hose t's of that hose underneith, This hose is anly ablout 5 inches long and 1/2 inch diameter, and the water comes right out there. Any ideas why the water comes out there, and doesnt stay in the reservoir?
 
I'm not positive but I would think that that piece of hose should be attached to somewhere. If it branches off the radiator hose, I would think the heater hoses. Track back from the two heater hoses that go through the firewall and try and find where that hose is supposed to connect.
 
Run the engine until hot, constantly filling the open radiator and reservoir fill ports as necessary to prevent engine overheating. Then watch where any coolant leaks can be found. The radiator and reservoir caps can be removed when you have the engine running and are looking for any signs of a coolant leak including radiator, hoses and water pump weep hole.
As long as the radiator itself is full of coolant, the engine should not overheat as the engine idles and you look for coolant leaks as long as your sure the radiator itself is full of coolant. One exception is a bad closed thermostat that closes off coolant circulation and causes immediate engine overheating. Have a friend watch the dash engine coolant temperature gauge or check it yourself regularly during the testing.
