Ford mondeo 2001 1.8 thermostat?

hells bells didn't know any one did engine rebuild`s nowadays must cost mega bucks any way if they do it correctly a new stat will be fitted,Advise,get a written warranty
 
just got car, so i dont know, start car from cold with heater blowers on ,warm air after a few mins , but temp needle does not move fom zero , when i turn off the blowers off , the needle moves to the middle after a few mins.
with the blowers on the car does not seem to get as hot as my mark 2 mondeo, is this a thermostat problem. car in garage getting piston rings done and valve stem seals.
 
would have thought that if it was thermostat then the car would be overheating all the time.With the blowers on then the car is getting rid of the heat from the engine in to the car.
