Ford focus fail safe cooling dashboard light intermittently going on - screwy ECU?

Calling out to any Ford technicians with skills on TDCi engines and PCMs/ECUs. I'm based in Europe and have a Ford Focus C-Max TDCi 1.6 (not sure if there is a U.S. equivalent). Recently, the red dashboard light that looks like a star with an exclamation point in the middle came on. I came to find out this means the fail safe cooling mode has been activated and engine is running at half-power. It had no real reason to come on as the engine is not running anywhere near hot and there is plenty of coolant in the reservoir. I have had it in and out of the Ford dealership several times. PCM has been reprogrammed, re-calibrated, etc. but the light keeps coming on. I'm at the point now where the behaviour is down to the following: The light comes on when I first start the car. If I immediately turn off the ignition and start up again, the light goes off and power is returned to the car. Once I turn off the car for any length of time, the next time I start up the lignt is on again and I have to power down and on again to get rid of it. I've lost faith that the Ford technicians at my local dealership have the skills to troubleshoot this properly. I'm just wondering if there are any master Ford technicians out there that have seen this kind of behaviour before and can at least suggest some possible causes. Thanks in advance.
