Ford Focus 1999 2.0 hatchback ABS not working?

I have recently bought a 1999 Ford Focus Ghia hatchback 2.0 petrol which was advertised to have ABS and traction control among other features. I quickly noticed after purchasing the car that there was no traction control button and the car does spin if prompted which I wasn't to bothered about. Recently because of all the snow I have also realised that there was no ABS kicking in when i was sliding and this is serious. No ABS light or traction control lights turn on when I turn my car on but I have had a thorough look with a light and these symbols for the features are present in the dashboard lighting and so I can only assume that my car is supposed to have these features, every other car exactly the same as mine T reg also has these features (I have looked on autotrader). I am wondering where the fuse box is for these functions so I can rule off that possibility, I know of the fuse box in the bonnet but there is supposedly one near the centre console somewhere but I cannot find it. If this is the case, does anyone know what the problem may be? I could really use some help without having to go to a dealership as I am worried about giant unnecessary costs.
