Ford Festiva Miles per gallon?

I have a 1992 Ford Festiva that I use to commute to work, mostly highway miles, and am finding that I am only getting around 29 to 34 MPG. I always thought that this car should get in the area of 40 to 45 MPG. Anyone have this model car or know if this is normal?
