Ford F100 351. After 45mph boggs down, cuts in and out, like to much air or not...

...enough fuel. What may cause it? It has two fuel tanks. I don't think the filter is in the tanks. Appears someone has bypassed the filter. But after around 45 mph, truck boggs down, sometimes catches and gos, but eventually does the same thing. Almost like it's getting to much air or not enough fuel. What should I look for?
 
there is a limiter in your gas tank that you need to push, if you can reach it a hanger usually works
