Ford Explorer not starting up in cold weather?

I have a 2002 Ford Explorer Sport 2 door that will not start up right away in the mornings when it gets cold (below 45ish). I know that the cold weather is what's causing the problem because the same thing happened all last winter and then during the summer the car was perfectly fine. Now that it's starting to get colder it's doing it again.

It takes me about 20+ turns of the key to get it started. It just won't turn over completely.

I want to know what I can do to fix this (winterize, etc).
