ford expedition fuse#11 windsheild wipers keeps blowing?

I have a 1997 ford expedition and every time I change the fuse it blows. Does anyone know whats wrong and how I can fix it.

there is a short in the windshield wiper motor.probably will have to replace the wiper motor
