Ford Cougar 1998-2002 Light Problems?

I am having problems with my ford cougar side lights, they work with the headlights on full beam so that tells me that the bulbs have not blown. But when i turn the Switch to intermediate to have them on there own, for dark days they don't work at all. I am mystified to why this is.
