For years I have wondered in what context would you use "up" or "down" and why?

For example: "So you live up in India?" "I live down the road." Some people say, "I live up the road." Why is somebody using "down" and another one saying "up". If you are in U.S., why would you say that I live "up" in India. I just can't get it. Can somebody help me solve this "up" and "down" mystery. Help!
