For the Motorola flipout can you use wifi without the data plan?

I was going to buy the mototola flipout on ebay that is unlocked, and I really wanted the apps on the android market but it says i have to use the internet to go on the market first. Could I use wifi because I did not purchase the data plan and I do not hope to have to pay extra for going on WIFI. Help??
