For some reason my CPU usage skyrockets every time I use chrome, is this normal?

When I used chrome normally, everything started lagging, I checked the Task manager and the cpu was around 70-100%, With nothing running, its usually 5-15%, is this abnormal?
Specs:
CPU - Intel Pentium Dual CPU T2310 @ 1.46 GHz each.
RAM - 2038MB
HDD - 2 Hard drives (C:) and (D:),
C: has 35.1GB free of 69.6GB
D: has 10.9GB free of 69.6GB
OS - Vista
