Flightplan....The Two Men (could contain spoiler)

to people who have watched this film do any of you know why the two men were in the window watching kyle pratt and the cab driver looking very suspiscious and then appear on the plane pretending not to have seen her???????????? this is the only bit i did not understand apart from that excellent
 
I would have to watch it again to be sure who it was.
Think it might have been
The Martial and the cabin stewardess
but i aint that sure
 
i thought myself it was the two 'arabs' as they called them and thats why she recognised them but why weren't they arrested if they were in on the plan?
