...rate in place or change it? Just curious what the thinking is on this issue. The Social Security tax has always been regressive. There is no SS (FICA) tax on annual income over $106,000. Combined with a flat income tax that would make the system regressive overall. Someone making $105,000 would pay a higher rate overall than someone making $200,000. Would you favor this arrangement or change it? For the sake of argument assume that the overall effect must be at least revenue neutral, so just eliminating FICA is not an option, unless it's collected as part of a single income tax.
