Whenever you click on a link to install flash player plugin in your web browser, a pop-up box shows up just below the toolbars, saying "Click to install plugin or download file". Just click the pop-up box, and then accept the download or install. This will do the task for you. I don't see any other reason for not being able to download or install flash player. Still if it doesn't work, may be your browser has some problem. Try doing this as the last option: Open Tools>Internet Options in your browser, goto the Advanced tab and hit the Reset button. Click Apply - OK and then close all your browser windows and then try downloading the flash player again.
If that doesn't work even, then try doing something else. Try loading a totally new web browser!!
