Fixing my 1992 Ford Crown Vic, rough cold idle and accelleration.?

order ease of checking:
spark plugs, timing belt, battery (for starting)and alternator, distributor cap.
if it goes beyond that, then yikes! but it could also be your ecu, but that is about $350 for a crown of that year
 
I recently inherited my grandfather's 1992 Crown Victoria with under 50K miles on it. It runs fine when warm, but it is sometimes sluggish to crank (the starter seems to spin at normal speed, but it churns a few times before turning over). Then it idles roughly and on light (not full, but not idle) accelleration seems to be missing. I can mash the pedal and it spools up fine, or I can coast / decel without issue. However, when trying to get up to highway speed, it feels like it's running on six or seven cylinders. Once it's warmed up, it fixes itself. Where do I start?
