What do you mean by customize? Do you mean frame-up build to spec? Do you mean hip components like a particular crankset, custom wheelset, or a Phil cog? Otherwise, fixed gears are the same as other road bikes.
If you're looking to do a fixed gear conversion, any decent shop can handle that.
