Fishing around Baton Rouge, LA?

where can I fish around the area, 3 hours drive or less. I know Lake Chicot is one but I'm not sure how I can just go fish there. Can anyone give me some informations such as rule and regulations or any other close places please.
This will be my first time fishing so any help will appreciate.
