Fish tank wheel won't turn like its suppose to?

is there too much or too little water? would it have something to do with a cord? or is it suppose to just be like that, not moving?
i would call Petsmart but they're closed already and i don't want my new fish to die ;/
 
A Biowheel filter? It's normal for these to turn irregularly, and sometimes even to stop as it gets older. There's goo that builds up on the ends, so just wipe them off once in a while.

But they can stop turning if there's not enough water moving over them too. As long as the water is filled all the way up to the black trim on your tank, the wheel should turn, even if it's slow.
 
there is probably too much water and if you can, you should put in a different tank till tomorrow when you can go to Petsmart and see whats wrong with it.
