Fish tank water pump is sucking up too much water.?

I just got a new tank (29 gallon biocube) and I just put live rock and sand in the tank yesterday. Everything was fine until today when it is sucking up to much water and making a wierd noise, like its sucking air and a little water at the same time and blowing out bubbles. I tried a lot of things like filling up the other chambers with the water. Taking out the sponge. And even taking out the wet/dry balls.

Heres how the system works. Filter takes in water. Water goes through filter cartridge. Then goes into the overflow tray and into the bio-balls and strainer. Finally it goes to the 3rd chamber through the sponge and the water pump sucks the water, and releases the water back into the tank.

The problem is the water pump is sucking the water way to fast. So fast that there will be almost no more water in the 3rd chamber. I have no idea what the problem is. The water pump is fine. Just got the tank wednesday BRAND NEW.

It was also doing the same thing this morning and all I had to do was unplug the cord for about 10 seconds and replug it back in and it was fine. I screwed with it today at like 4 pm and now it wont work again.

I need help with this reallllyyy badly. Please Help.
I've tried both of your ideas and none of them worked. When I look at the water level, it goes down sooo fast.
