FISH TANK FILTER CARTRIDGE HELP!?

I have a 5 gallon tank with 1 Betta, and the only decoration i have is gravel, and I was wondering how often should I change my Filter Cartridge, because my betta never makes the tank dirty.... And I was wondering if i can rinse the Filter Cartridge with DECHLORINATED water, and reuse it.... ?
 
Once a month should be fine. You can rinse and reuse the filter cartridge many times, I would suggest replacing the cartridge every 6 months or so. Unless your water is very heavily chlorinated, you shouldn't have to worry about using dechlorinated water to rinse it. Just let the water run out of the cartridge before you put it back.
